Simply put, the State of Oregon is lacking in Public Defense resources. There are thousands of criminal cases in Oregon with no attorney assigned to them. Constitutionally, these persons have a right to legal representation and Oregon is having a difficult time fulfilling this requirement.
Many counties in Oregon are overwhelmed with cases that cannot be remedied. There are not enough legal teams (attorney, legal assistant, investigator) to get the job done. Many attorneys are taking these cases on beyond their normal caseloads in order to help reduce the burden.
